Well, they don't want it to raise levels too much, and it has already been tested for the upper body application. If people start using it on the scrotum, it may raise it more. (which I of course think is a good thing)
I've used it on the scrotum before. Doesn't burn too bad and it only burns until the alcohol gets evaporated. But if you really want more testosterone, I would get the Andromen from Australia, as it's not alcohol based and is applied to the scrotum. And yes, it raises levels through the roof!
As a side note, I think the makers of Androgel and Testim are purposely making their product with the minimum amount of testosterone in it, so you have to use more of that extremely expensive gel. See, they make it at only 1% testosterone, and why not just make it at 2% and tell people to use half the amount? It would save people big bucks.
